Whilst the elected Council's role is primarily planning and policy decision-making, the appointed officers who comprise the management and staff of the Council are charged with the responsibility of providing professional and specialist advice to the Council, the provision of services to Council's residents, ratepayers and other customers, and implementing Council decisions.
Council staff are grouped for administrative purposes into three functional divisions, each of which is led by a director who in turn is appointed by and accountable to the General Manager, Paul West. The three functional departments are:-

The General Manager, in addition to being Council's principal advisor and the chief administrator of the Council's staff, undertakes a co-ordinating role across all functional divisions.
Multi-disciplinary teams of staff are formed for specific or on-going tasks which cross over the divisional structure, in order to maximise the use of skills and knowledge and minimise "red tape".
Development of a team-based approach to work, with appropriate responsibilities and authority to act, is an on-going program, along with a commitment to continuous improvement and a customer focus.
This philosophy also extends to a "hands on" involvement of all managers, co-ordinators and team leaders.
