Planning for Coastal Change

Kingborough Council is planning for coastal change in Snug over the coming decades.

For over 15 years Council has been investigating and responding to coastal erosion and flooding on the Snug foreshore and understands coastal flooding, higher groundwater and more extreme storms are likely to accelerate erosion.

Following a recent Community Information Session (held in Snug on 2 August 2025) Council is working with the community to understand their priorities for the future and how best to meet these challenges.

Survey Overview

A public survey was open from Monday 1 September until Friday 26 September 2025. The results of this survey are being used by Council to explore possible adaptation pathways for the Snug foreshore. 

Planning for climate change requires a shift from traditional planning approaches where there is one final outcome, towards another that considers multiple outcomes. This ‘adaptation planning’ approach is useful when the impacts will worsen through time and there are multiple possible scenarios.  Adaptation to date has included: 

  • Soft engineered solutions: Council has invested in low-cost activities to hold back erosion where possible. These include foreshore planting of wattle to stabilise sand structures on the southern end of the beach, sandbagging, and sand capture fencing. 
  • Accommodation: New toilet facilities in the foreshore area have been designed to be movable if impacted by the changing foreshore. 

The survey information will be used by Council to explore future adaptation options. Consultation will continue on these options, and community feedback will be incorporated into the adaptation plan.
